Phelps Youth Pavilion is located in downtown Waterloo at the corner of First Street (Highway 63 North) and Commercial Street, along the scenic banks of the Cedar River.

Inclement Weather Policy
Please note that whenever the Waterloo Community Schools are cancelled for weather, the Phelps Youth Pavilion will close and WCA youth classes/programs will be cancelled.  Tune into KWWL for up-to-date cancellation information or call the Waterloo Center for the Arts at (319) 291-4490.
